is currently Director, Public Sector Programs (ASEAN) at Cisco Systems. During the development of this book, he was a Senior Director in NCS Pte Ltd and headed both the business consulting and technology consulting groups in his six years tenure. He has also provided consulting to public and private sector organisations in Singapore, Malaysia, Hong Kong and Taiwan.
James has more than 20 years corporate experience in such organisations as Wang (UK), Hewlett-Packard, Shell, CapGemini and Singapore Telecom, holding executive and management roles in the functional areas of IT, ﬁ nance, marketing and professional services delivery. In the mid-1990s, he managed his own Internet services business, and was one of the pioneers of cybercafes in Singapore.
James has an Honours degree in Computer Science and a Masters in Business Systems Analysis & Design, both from the City University, London, UK. He also holds postgraduate qualiﬁcations in accounting and ﬁnance. His professional interests are in e-Government and e-Business strategies, knowledge and learning, as well as organisational innovation. An author of numerous articles and papers, James is also a frequent speaker at regional conferences. His views have appeared in various regional publications.
